GMP factory - the quality control of cosmetics production

In order to ensure that the public is more secure when purchasing cosmetics, the "Cosmetic Hygiene and Safety Management Law" passed in the third reading in 2018 requires cosmetics factories to change from the current "voluntary" compliance with Good Manufacturing Practices (GMP) to "mandatory".

 

What is GMP

The full name is Good manufacturing practices. Its content is in accordance with the provisions of the International Organization for Standardization Cosmetics Good Manufacturing Practices (ISO 22716: Cosmetics-Good manufacturing practices (GMP)-Guidelines on good manufacturing practices). In order to ensure that the production and management of the cosmetics produced are consistent, domestic cosmetics manufacturing factories should comply with GMP, which is equivalent to ISO 22716.

 

The content of the specification includes chapters such as personnel, plant facilities, equipment, production, finished products, quality control laboratory, handling of non-compliant products, and documentation. If the requirements are not met and corrections are not made within a time limit, a fine of up to 5 million yuan can be imposed, and the circumstances are serious. It may suspend business or revoke business registration, etc.

In order to comply with the government's GMP regulations, the factory has passed multiple checkpoints on the front line to ensure that the quality of all products can be checked

Implementation object and time

●Phase 1: "Cosmetics for specific purposes" came into force on July 1, 2013.

●The second stage: "General cosmetics for babies, lips, eyes and non-medicinal toothpaste, mouthwash" came into effect on July 1, 2014.

●The third stage: "General Cosmetics" came into force on July 1, 2015.
